The road to rapid socio-economic growth and development can be leveraged through training and retraining of all categories of the workforce. The current transformational Agenda of the Government can thus, be accelerated with a pool of knowledgeable, skilled and attitudinally balanced individuals poised to take the nation to enviable height. Increasingly, organisations are beginning to realize that, to get the best from employees, they must pay attention to their growth and development. This is in consonance with what Schumacher (1973) said, when he noted that “development does not start with goods; it starts with people and their education”.
Every employee, at all levels of the organisational structure, therefore, requires training, re-training and development to be empowered to perform optimally in the achievement of corporate objectives. In furtherance of this, capacity building of which training and retraining constitutes a veritable component, demands determination, commitment and unflinching support of the top management in all organisations. I, therefore, enjoin policy makers across the three tiers of government to explore and exploit to their advantage, the limitless opportunities offered by the College.
